![]() ![]() Hamas rejected those conditions, which led the Quartet to suspend its foreign assistance program and Israel to impose economic sanctions on the Hamas-led administration. After the elections, the Quartet (the European Union, Russia, the United Nations and the United States) made future foreign assistance to the PNA conditional upon the PNA's commitment to nonviolence, recognition of the state of Israel, and acceptance of previous agreements. In the January 2006 Palestinian parliamentary elections, Hamas won a majority in the PNA Parliament, defeating the PLO-affiliated Fatah party.
